If Hong Kong agrees before dealing further, I am to observe that the proposed guarantee appears sufficient; but meanwhile, I am to suggest that the Head Office of the Bank would probably repudiate it after the war; and I am to suggest that a guarantee by the Bank of England would provide better security.
